从 2 0世纪 90年代开始 ,与经济全球化相伴生 ,区域经济合作出现了一个新的发展高潮。和以往相比 ,民族国家参与区域经济合作不仅在动机、方式上发生了明显变化 ,而且对国际经济关系和格局产生了重大影响。追求静态经济收益逐步让位于动态经济收益 ;南北型合作方式逐渐取代南南型合作方式 ;大国之间的竞争演变为区域经济合作组织之间的竞争 ;成员国内部对主导权的争夺日趋激烈。总之 。

Accompanied with economic globalization,an upsurge in regional integration has appeared since 1990s.Comparing with the traditional regional integration,great changes have taken place for the new one not only in its incentives and forms,but also in its effects on the international economic relations. Specifically,the dynamic effects of integration dominate its static effects;the South-South RTAs are replaced by the North-South RTAs;the competition among the great powers is becoming the competition among the RTAs;and all the great powers in the RTAs manage to get its predominance.The regional integration has been turned into an alternative for national countries to cope with the globalization.
