摘要
行政效率是行政管理中的核心问题,由社会效益、经济效益以及时间效益三个部分组成。如何提高行政效率是行政学者和政府官员们不断追求和探索的难题。电子政务建设与发展为这一难题的解决提供了一个全新的契机。通过发展电子政务,借助网络的快速和便捷,政府部门能及时收集整理相关信息,提高决策水平和反应能力;电子采购和政务流程重组,能在提升公共服务质量的同时节约行政开支;信息公开则有助于消除数字鸿沟,促进资源共享;电子化的办公和信息处理手段,把公务人员从繁重的手工劳动中解放出来,办公自动化以及虚拟机关促进了7×24全天候政务服务的实现。
Efficiency is the key matter of administration, which is composed of social effect, economic returns and time efficiency. Scholars and officials have been searching for ways to improve administration efficiency. The development of e-government has brought a new chance to the solution of this problem. The convenience and rapidness of internet enables the government to gather information in a good time and make quicker and more effective decisions and reactions. E-shopping and the rebuilding of administrative flow help improve the quality of public service at the same time saving administrative expenses. The opening of information helps eliminate digital gap and promote resource sharing. Computerized management and information process power help release office workers from heavy manual work. The 7×24 all day public service can be made possible through OA system and the virtual government.
