摘要
"三农"问题的核心是农民问题,农民问题的实质又是农民的权益问题;如何维护农民的合法权益,关键是提高农民的组织化程度,加快农民组织建设.农民组织在经济、政治、社会诸领域日益发挥着显著影响,然而,农村自组织资源非常有限,农民组织能力也极端脆弱,农民组织发展有待政府的进一步扶强和放活.
The crucial point of farmers' rights is their interests. In order to protect their legal interests, we should mainly strengthen the organizations of farmers and quicken the establishment of organized system. Farmers play an important role in economy, politics and society, but their self-organizing resources are scarce and their ability is weak. Governments should further help them develop their organizations.
