摘要
不合理的农业生产行为导致环境污染、影响农产品质量安全、制约农产品出口 ,尽快推行农业清洁生产已十分必要和迫切 ,内在要求政府干预以促使外部不经济性的内部化 ,从而实现清洁生产的目标。进而对农业清洁生产有关法律法规进行梳理 ,在分析其存在相关缺陷基础上 ,提出需要进行专门的农业清洁生产立法 。
Unreasonable agricultural production has led to environmental pollution, and thus threatens the safety of agricultural goods and exportation. It is an urgent task to carry out agricultural cleaner production as soon as possible. The paper details the present laws and rules in relation to cleaner production, and on the basis of analysis of its shortcomings, comes up with some suggestions for its legislation and framework.
