美、德、日等国充分重视中小企业在一国或地区经济发展中的重要作用和战略地位 ,纷纷制定各种鼓励和保护中小企业发展的政策 ,以发挥中小企业在经济增长中的作用。党的十六大提出全面建设小康社会的目标 ,以及 2 0 0 3年 1月 1日我国《中小企业促进法》的实施 ,中小企业在我国国民经济中的战略地位日益凸显 ,因此研究欧美等国促进中小企业发展的政策对于我国如何促进中小企业健康、快速发展具有十分重要的现实指导意义。

Owing to the important roles of small and medium-sized businesses in the economic development, USA, Germany and Japan have attached much importance to them and set up some policies to promote and protect their development. Under the current situation, small and medium-sized businesses in China have also become more strategically important in the country's economy. Therefore, it is of great significance to study the policies in USA, Germany and Japan, in order to provide reference for the development of small and medium-sized businesses in China.
