我国农村社会养老保险发展缓慢 ,经济落后、人口众多、资金匮乏、法制不健全、管理不规范、认识不充分等是其主要制约因素 ,只有真正给予农民国民待遇、增强政府财政的支持力度、大力发展农村经济、提高农村城镇化水平、完善农村社会养老保险制度等 ,才能有效地推动农村社会养老保险健康发展。

The development of rural endowment insurance in China has been very slow. The main restricting factors for its development include underdeveloped economy, large population, scarce capital, imperfect legal system, abnormal management and poor awareness. To promote the development of rural endowment insurance, we must truly grant the peasants national treatment, strengthen the financial support by the government, vigorously develop the rural economy, enhance the urbanization level of rural areas and improve the rural social endowment insurance system.
