To adapt itself for requirements of new position,ability training of technique service for Family Planning should be strengthened

新世纪计划生育技术服务的形势发生了重大的变化,因此必须加强服务能力(包括技术、人际关系、咨询、创新、管理、经营、协调能力等)建设,同时为能力建设创造外部环境。

The position of service for Family Planning has happened great change in new century, so we must strengthen ability training. Ability training includes technique ability, communication ability, consultation ability, innovation ability, management ability, harmonization ability and so on. At the same time, we should create condition for ability training in the exterior environment.
