农村经济持续稳定协调发展的问题与条件研究

Study on Issues and Conditions of Sustained,Stable and Harmonious Development of Rural Economy

依据对我国农村经济及农业发展的历史分析,指出了未来发展所面临的困难和实现持续稳定协调发展的问题与条件。归纳出如下主要结论:1)任何对农业的轻视与放松是不可能靠别的增长得到补偿的,农业的持续发展和现代化是国民经济持续稳定协调发展的关键性条件。2)我国农业面临的严重危机在于,当需求压力不断加剧并难以缓解之时,供给增长却陷入后劲乏力、濒于萎缩的境地。3)农业徘徊和停滞的根源是生产力萎缩,因此欲改变困境,出路在于构造新的农业生产力。4)在目前条件下,构造新的农业生产力应该走'挤压与扶持并举'的道路。5)为了实现农业生产力基础的建设与重构,需要根据生产力发展的需要改革和创新农业生产的组织管理模式,使经营主体形成有效的积累与生产基础补偿机制。6)坚持农村经济全面发展的道路,在强调重视农业的同时,不放松乡镇企业的发展。

Based on the analysis of the history of the rural economic and agricultur- al development of China,the difficulties which the future development faces and the issues and conditions in the sustained,stable and harmonious rural development have been identified and analysed.Some conclusions are drawn as following:1.The sustained growth and the modernization of the agriculture is the key condition of the sustained,stable and harmonious development of the national economy;2.The crisis which the agriculture is confront with lies in what the growth of the agricul- tural product supply has little reserve strength when the demand raises continuous- ly;3.The fundamental reason why the agriculture is at a standstill is that the agri- cultural productive forces shrivels,so that to reform the forces is the only way of extricating the agriculture from the predicament; 4.At the current conditions,to re- form the forces should follow the road of'squeeze and support';5.For the sake of reforming and building the forces,the organization and management mode of the a- griculture needs to be reformed according to the forces development in order to make the responsible manager build up the effective compensative mechanism of the accumulation and the productive basis;6.It is necessary to persist in developing the whole rural economy,paying attention to the township enterprise development as well as the agriculture.
