By analyzing the concept, prerequisite, fundamental and pledge of the Finance-Construction on Consignment, the anthor points out that the mode of finance-construction on consignment is a new management mode of financing and project implementation so as to attract funds from non-state channels and sources, thus It is worthwhile to enlarge the management mode for public project which tallies with international practice and is endowed with characteristics of China.
