摘要
私彩是未经国家许可而非法发行的彩票,是当前彩票产业中一颗毒瘤。文章从理论和实际的角度对广东省私彩的现状、成因及其危害等作了分析探讨,并提出了如颁布"彩票法"、建立"彩监会"、改革彩票管理体制以及升级刑事立法等对策。
Private lottery which is printed without the government's permission is illegal. It really does harm to the nation's economy. To cope with the serious problem will be calling for the accomplishment of lottery law ,the reinforcement of supervision to lottery, the re-advance of management reform, the enhancement of criminal law, and so on.
