摘要
在政府现有的激励机制中存在一些弊端,需通过变革与创新的途径建立有效的激励型政府。为此,要以激励保障为主线创新公务员制度,善用皮格马利翁效应,鼓励创新,采用柔性管理,并要设法激发公共人力资源的潜能。
Some abuses existed in the current excitation mechanism of the government are calling for the reformative and innovative access to motivating government. It is feasible to inaugurate a civil servant system of guaranteeing stimulation, apply Pygmalion, encourage innovation, carry out flexible management and blaze the potential of public human resources.
