中央与地方政府都是不同层次利益的代表者 ,两者之间往往呈现出一种负相关关系。现代社会中 ,两者的这种利益冲突更显明朗化和复杂化 ,因此 ,迫切需要重构中央与地方政府的利益结构 ,寻求两者之间的利益均衡点 。

Central and local governments are both reprehensive of interests of different levels and both are anti-relative to each other.Nowadays,the interests contradiction are more definite and complicated.Therefore,in order to increase the social interests,it is urgent to establish a new interests structure of central and local governments and look for an equilibrium in it.
