摘要
本文分析了我国城市土地储备制度建立的条件、依据、理论基础,介绍了我国城市土地储备的相关模式、运作状况、基本特征以及取得的成效和存在的问题,阐述了城市土地储备制度在国有土地资本运营过程中的作用与地位,即调控与激活了土地市场,在土地储备运作过程中实现了土地资产的升值,提高了项目用地的规划档次,促进了土地资源的合理配置,开辟了经营城市的资金流等,构建了与市场经济相适应的土地储备制度。
This paper analyses some basic acts in our national city land reservation system such as the condition of construction,basis and theory foundation;samely,status,basic characteristic as well as gotten results and possible problems,then,expounds the function and status in the process of national land capital operation,that is to say,mixing control and activate the land market,improving the value of land in the process;raising the grade of land use in construction;promoting the reasonable arrangement of land resource;setting up the fund flow for managing the city;composing the new land reservation system that is confirmed to the market economy.
