招商引资中政府的角色定位

On the Roles of the Government in Inviting Investment

在招商引资活动中,政府或政府部门往往成为实际意义上的主角,甚至包揽招商引资的全过程。然而,政府主导型招商机制成本高,收效微,受非市场因素干扰大,决策具有随意性和盲目性。留下了许多难以治愈的后遗症。因此,在招商引资活动中,政府部门应该有所为有所不为,政府不能再充当主角,但要起到一个龙头的作用,推动招商引资发展。

In the activity of inviting investment,the government or its departments often play the real part,even control the complete procedure.But the mechanism of inviting investment which is controlled by the government is high in cost,less in getting effect,large in being disturbed by non- marketing factors and the final decision is often not correct and will have some problems which are difficult to solve,so in the activity of inviting investment,the government should do something and should not do something.The government should not be the main part but it can play a part of dragon's head to push the develoment of inviting investment.
