党的十六大在总结中国特色社会主义实践经验的基础上,在科学判断中国特色社会主义实践所处的历史方位的基础上,提出了在新世纪头二十年,要全面建设惠及十几亿人口的小康社会。本文从目标本身、目标实现的现实基础、保障力量等方面对其可行性进行了探讨。
