Increasing investment in education, upgrading basic education and developing human resources are important foundations for the booming of economy and the building of a well off society. It has long been a common understanding and practice of all nations to upgrade and develop education. An under-developed education hinders progress in such fields as human resources, science, technology and economy. Growth in GDP per capita and economy depends on the development of productivity and education. To secure advanced productivity we must popularize science and culture, improve people's physique, talent and skill.
