透视经济高速增长与失业高踞不下

A perspective of the rapid growth of the economy and the rising of the rate of unemployment

近年来,政府为了解决就业问题,大力发展生产,努力推动积极的就业政策,然而在经济快速发展的同时,就业增长弹性却在下降,城镇登记失业率不降反升。如何辨证地认识目前这种经济高速增长,失业率亦在增长,就业压力日益严重的形势,转变发展观念,将"就业优先"放在社会经济发展战略更加突出的位置,创新就业措施,对于顺利实现市场经济转型、全面实现小康社会意义重大。

In recent years, the government follows a proactive employment policy to settle its unemployment problem and accelerate the productive development. However, with the rapid development of the economy, the elasticity of employment growing is decreasing, the rate of registered urban unemployment is rising. Therefore in succeeding in the transference of the market economy and building the well-off society, it is significant to recognize the present situation that the economy is growing rapidly while the rate of unemployment is rising and the employment pressure is increasingly serious and that we must change our way of thought and put 'employment first' on the prominent position of the strategy of the development of the social economy.
