多级网络计划能快速地处理层次复杂、作业数较多、动态调整要求高的项目计划。为有效控制大型复杂建设工程项目的进度,采取多级网络计划的方法,分级编制进度计划,既可以将其分解成若干个独立网络,又可以在需要的时候将多个相互有关联的独立网络计划采用搭接关系综合成一个多级网络计划系统,并对其做优化设计。

Comprehensive network plans can handle construction project plan rapidly which is complex levels, a large amount of work to do and requires developmental adjustment. In order to control progress of complex construction project, in this article, authors take the method of comprehensive network plans to organize different level progress plans. We may not only divide it into a lot of independent network, but also combine many independent network into a comprehensive network plans system whenever we need, and then optimize it.
