摘要
东北老工业基地改造的核心是国有大中型工业企业的体制和机制创新,改造的原则是“政府规划引导,全面市场化运作”。改造的重点是在实践中探索国有资本的战略性退出机制,充分发挥政府的规划、引导与扶持作用。
The core of restructuring the state-owned enterprises in the old northeast industrial bases is the mechanism and the institutional mechanism of the state-owned large-sized and medium-sized enterprises. The structuring follows the principles of governmental leadership and market-oriented operation. The stress lies in exploring the state-owned capital exit mechanism in practive and exerting the governmental functions in terms of designing, guidence and supporting.
