With the development and popularization of computer technology and network technology, multi-media teaching in the college getting the extensive application. So the writer expatiate the deficiency of traditional bilingual teaching means in many national minority region, and indicate the necessity that using Java language to develop a network in system of bilingual teching long range multi-media teaching in national minority region.
