关于我国人口中长期规划的几点思考

Reflections on China's Medium-and Long-Term Plan for Population Development

本文提出制订人口中长期规划应走出“把人口仅仅当作分母”的误区 ,而是“以人为本” ,以人口发展要素为核心 ;中长期规划应从数量控制转向“结构”分析 ,应突破行政区划的格局 ,制订区域人口规划或专项人口规划 ;应重视对规划执行情况的动态监测评估。

The paper points out that in formulating the medium- and long-term plan for population development, we should center on human development rather than dwell on the negative impact of excessive population growth; the focus of the plan should shift from quantitative control to structural improvement; regional and special plans across administrative divisions need to be drafted; and more attention should be paid to dynamic monitoring and evaluation of plan implementation
