Relationship Sustainable Development and the Situation'sBettering of Peasants in Western China

可持续发展原则的提出是人类对人和自然关系认识深化的结果,已被世界各国政府所接受,也是贯穿我国西部大开发战略的红线。可持续发展原则决定了西部农民在解决自身生存问题过程中必然面临的一系列艰难抉择:代际之间的抉择;即期消费和未来消费之间的抉择;是否离开家园的抉择;是否改变生活方式的抉择;在耕作方式之间的抉择。政府可以采取转变西部农民思想观念,加快西部地区非农产业化进程,推动西部农村城镇化建设,加强人力资源开发,严格控制西部农村地区人口增长等措施来帮助西部农民解决好生存和发展问题。

The proposal of the sustainable development principle is the result of human's deep recognition in the relation between human and nature.The principles of sustainable development have been accepted by all the governments in the world including Chinese government,it is also the red thread through the West Development Strategy in China.It forces the peasants in western China to make hard choices during their struggle to improve their living conditions:the choice between themselves and their offspring,the choice between present consumption and future consumption,the choice whether to leave their hometown,the choice whether to change their accustomed life style, the choice whether to change their cultivating way. In order to solve the living and development problem,the government can put these solutions into action in western China:changing peasants'old ideas,accelerating the non-agriculture course,promoting town-constructing, strengthening the development of manpower, strictly controlling the population's growth.
