乡村两级债权债务是当前农村普遍存在的突出问题,也是困扰农村基层组织正常运转的重要因素。近年来,各级政府把清理化解乡村两级债权债务作为维护农村稳定、巩固农村基层政权、深化农村税费改革的一件大事来抓。通过清理,基本摸清了底子,提出了化解乡村两级债权债务的具体措施。

The village-town level's creditor's rights and debt is the outstanding problem existing in the rural area,which is also the important factor that hampers the operation of the rural basic organization.In recent years,the governments at all levels have been trying to deal with the two level's creditor's rights and debt in name of maintaining the rural stabilization, consolidating the basic government of the rural area and deepening the rural tax reform. They have taken many measures to retrieve the creditor's rights, to convert the debt, which has made much progress.
