摘要
《国务院关于促进房地产市场持续健康发展的通知》明确指出:"地方各级人民政府要认真贯彻国家宏观调控政策,从实际出发,完善房地产市场调控办法,建立有效的协调机制,并对本地房地产市场的健康发展负责。"由于市场经济存在内在缺陷,再加上国民经济要追求总量平衡的目标,要不断调整和优化产业结构,这就要求政府必须对房地产开发活动加强管理。改革开放20多年以来,中国房地产业的发展历程已经从正反两个方面证明,在房地产开发活动中必须将发展市场经济与加强政府宏观调控相结合,才能获得最佳效果。
State Department's Notification on Promoting the Persistent and Exuberant Development of Real Estate Market definitely indicates:'local people's governments at all levels must earnestly follow out the country's policy of macroeconomic control, practically, consummate the method of real estate market control, establish effective coordinating mechanism, and take charge of the exuberant development of real estate market.' Market economy has inherent defect,and national economy wants to pursue the object of total balance and has to coordinate and optimize the industrial structure, as a result, the government has to intensify administration on real estate exploitation activities. Since twenty years ago we began to open and reform to the outside world, the history of Chinese realestate industry development has already proved, from the positive and negative aspect,that in real estate exploitation activities we have to combine the development of market economy and the intensify of macroeconomic control, in order to acquire optimal effect.
