摘要
对行政权的制约和监督是中外政治家一直关注的话题,世界各国的普遍做法是通过各种方法加强对行政权的制约和监督。全面建设小康社会,发展政治文明就必须规范政府的行政行为,公安机关作为政府的一个很重要的强力部门。有着不同于一般行政机关的“特权”,切实加强对公安行政权力的制约和监督是当前公安行政改革的重要课题。限制公安机关的行政权力和建立责任制度是其中的重要方面。
The author was talking about the universal law which strengthen the restriction and control, and setting forth the inexorable demanding of setting up a well-to-do society for strengthen the restriction and control. At last, the author was setting forward to the perfection measures which restriction and control for the public security administrative power.
