摘要
由于生态林具有明显的外部经济性,市场机制无法解决公共物品的有效供给问题,而只靠财政资金无法满足生态林建设的需要,因此提出以BOT形式来进行森林生态效益补偿资金的筹措。通过介绍BOT方式的概念和应用,分析和研究我国森林生态效益补偿资金项目进行BOT方式融资的可能性和具体的实施过程,从而创新森林生态效益补偿资金的筹集渠道。
Because the ecological forest has obvious external economy market mechanism is unable to solve public effective supply problem. However it is only unable to meet demands of ecological forest construction by the financial fund. The paper advances the forest ecological compensation capital in China raising on the form of BOT through introducing the concept and application of the BOT way. It analyses and studies on the forest ecological compensation capital project carry on the BOT way possibility and concrete implementation course. Thus it pay the innovative raising on the forest ecological compensation capital .
