文章阐述了中国古今治国方略中 ,由古代的“人治”思想到现代的“依法治国”思想的转变原因和历史必然性 ,从而进一步阐明在现代中国实行“依法治国”和“以德治国”是社会历史进步的表现 ,同时也是中国向“法治社会”

By comparing China's ruling strategy from ancient to contemporary, which develops from 'man ruling' to 'law ruling', the historical necessity and reasons for the transition are illustrated.So Chinese practice of 'law ruling' and 'ruling with virtue' is a sign of progress, meanwhile a sign of transition to 'law ruling'.
