民营经济不是一个所有制范畴,而是一个经济运行层次的范畴。国企民营化的实质是在经济上实现国有产权,而不是私有化。为了提高国有企业的运营效率,发挥国有经济对整个国民经济的支撑、引导和带动作用,应进一步加快国企民营化步伐。

Nongovernmental economy is not a category of ownership, but a category on the level of economy operation. The essence of privately operating the stat-owned enterprises is to realize the state-owned property right, but not the private ownership in economy. The process of privately operating the state-owned enterprises should be accelerated in order to increase the operation efficiency of the state-owned enterprises.
