摘要
在科学道德建设中,人才的任用、评价中的道德问题已成为最引人关注和非常重要的问题之一,它直接关系到我国科研实力和水平的提高。本文仅涉及科技人才任用和评价中产生的科学道德问题,从制度安排、科研主体、科技管理三个层面进行分析研究。 事实上,科技人才任用与评价中出现的许多问题都不是单纯违背科学道德的问题,更多涉及到制度的安排和实施所导致的后果。因此,一方面,要对科技人员和即将走上科研岗位的学生进行科研诚信①教育,另外,建立一种国际通行的监督机制、约束机制、惩戒机制是有效的防范手段之一。
Scientific ethics issues in the appointing academic tide and evaluation of scientific researcher have become one of the catch one's eye and the most important problem already. It concerns the improvement of the strength and level of scientific research in our country directly. This text involves the reasons of the scientific ethics questions happen from three areas of the system arrangement, scientific researcher, scientific research management while appointing academic title and evaluation only, In fact, a lot of questions appearing in the appointing and evaluation are not all to violate the question with ethical science simply but from the consequences that are caused the system arrangement. So, on one hand, should carry on the scientific integrity education within scientific researcher and students who are going on the post of scientific research soon. Another hand, it is one of the effective means keep away the questions happen to set up a kind of current system of supervision mechanism, the tied mechanism, the punishment and warning mechanism.
