遵循科学性、实用性、可比性、关联性和敏感性原则 ,根据航空公司问卷抽样调查统计 ,筛选出一系列现实可测的指标 ,从而构建航空公司交通灾害预警指标体系 ,并探讨了指标值的测评方法 .目的在于通过对航空安全状态进行监测和诊断 ,及时采用预警和预控对策 ,促进航空公司安全管理体系处于功能正常和良性运转之中 。

According to the scientific, practicality, comparability, correlation and sensitivity principles, the system of early warning indexes to transportation disasters of an airline is constructed based on the questionnaire in the airlines, and the evaluation methods of early warning indexes are inquired. Through monitoring and identifying the state of safety management in an airline, for the early warning and control countermeasures taken promptly, it needs to promote the realization of effective functioning and concentrated operations for safety management of civil aviation, and lower the rate of aviation accidents and the associated losses.
