论听证笔录的作用

听证制度作为行政程序法的核心制度 ,是相对人参与行政程序的重要形式 ,而听证笔录及其在行政决定中的意义又是听证制度的关键所在。我国相关法律缺乏对听证笔录的完善规定 ,因此 ,有必要对听证笔录在听证程序中的作用进行研究。
