On Coordinating China's Domestic Development with Opening up

统筹国内发展和对外开放是十六届三中全会提出新的社会发展观的一个重要组成部分。全球化新发展和中国应对全球化挑战是提出统筹国内发展和对外开放的时代背景;二十多年的改革开放给我国经济、政治、文化发展所带来的内、外环境的变化是提出统筹国内发展和对外开放的实践基础;中国加入世界贸易组织,使统筹国内发展和对外开放从社会整体的经济、政治、文化发展等各层面表现出来。

Coordinating China's domestic development with opening up is an important part of the new view of social development put forward in the Third Plenary Session of the 16th Central Committee of the CPC. The new development of globalization and how to face the challenge of new globalization is the background of coordinating China's domestic development with opening up. The change of economy, politics and culture that caused by the reform and opening up in the past 20 years is the practical basis of coordinating China's domestic development with opening up. After China's entering into the WTO, it is more necessary to coordinate China's domestic development with opening up in social development of economy, politics and culture.
