上海市公益基地资源配置状况分析

Analysis on Resource Allocation of Public Welfare Bases in Shanghai

在治理体制、治理能力变革的背景之下,上海市公益基地作为社会组织发展模式的创新探索机制已经取得一定的成果,公益基地的建设是基于公众的需要、社会组织发展的需要以及政府推进治理体制变革的需求之下发展起来的。现有资料多针对其治理过程进行分析,缺少对其空间分布状况的分析。本文对上海市公益基地的空间结构分布进行细致分析,以基尼系数为基础分析上海市公益基地建设的资源配置情况,并绘制洛伦茨曲线。研究发现上海市公益基地资源在空间分布上存在不均衡现象,其原因为地理位置、社会组织、经济发展水平的差异。公益基地未来的发展需要注意顶层设计、平台搭建以及效率最大化。

Under the background of the reform of governance system and governance capacity, Shanghai pub-lic welfare base, as an innovative exploration mechanism of social organization development model, has achieved certain results. The construction of public welfare base is developed based on the needs of the public, the development of social organizations and the government’s need to promote the reform of governance system. The existing data mostly analyze the governance process, but lack the analysis of its spatial distribution. This paper makes a detailed analysis of the spatial structure distribution of Shanghai public welfare base, analyzes the resource allocation of Shanghai public welfare base construction based on Gini coefficient, and draws Lorentz curve. It is found that the spatial distribution of public welfare base resources in Shanghai is uneven, which is due to the dif-ferences of geographical location, social organization and economic development level. The future development of public welfare base needs to pay attention to top-level design, platform construc-tion and efficiency maximization.
