从数字适老化的实践困境到数字化治理的哲学反思

From the Practical Dilemma of Digital Aging to the Philosophical Reflection of Digital Governance

“数字化”与“适老化”在日常治理实践中的相遇,呈现出关于数字化想象的“悖论”。经由对数字适老化实践工作的关注,可以观察到有关数字化治理过程中的现实困境并获得反思视角。数字适老化过程中关于老年人主体诉求的“缺席”、“数字鸿沟”的扩大化以及数字技术的“超越性”等现象,从侧面呈现出数字化治理在日常生活实践中存在的不足。实现数字化治理的现代化与创新,首先需要“解蔽”数字技术的日常性,洞悉技术风险;其次是重视治理在现实中的“转译”实践,而非一味追求数字技术的“纯化”实践;最后要厘清数字技术与治理逻辑之间的关系与内涵,真正意义上实现“数字化”与“治理”之间的有机结合,推动数字化治理的创新实践。

The encounter of “digitalization” and “aged-friendly” in daily governance practice presents a “paradox” about digital imagination. By paying attention to the practical dilemma of digital aging, we can observe the problems existing in the current digital governance and get a reflection perspective. In the process of digital aging, the “absence” of the elderly’s main demands, the expansion of the “digital divide” and the “transcendence” of digital technology show the problems of digital governance in daily life practice. To realize the modernization and innovation of digital governance, first of all, it is necessary to “decode” the daily nature of digital technology and understand the technical risks;secondly, it attaches importance to the practice of “translation” of governance in reality, rather than blindly pursuing the practice of “purification” of digital technology. Finally, we should clarify the relationship and connotation between digital technology and governance logic, realize the organic combination between “digitalization” and “governance” in a real sense, and promote the innovative practice of digital governance.
