摘要
面对社会老龄化程度的进一步加深,我国养老服务人才队伍存在人才数量不足、人才服务素养有待提升、服务人员专业性不强、人员流失率高等问题。日本养老服务人才队伍建设方面形成了一套系统体系和方案,经过五十多年的发展,从起步探索到体系形成期再到如今的快速发展期,日本在养老服务人才队伍构成、人才培养机制、从业人员职业资格认证、政府政策支持等方面积累了丰富的人才队伍建设经验。日本养老服务人才队伍建设的发展、概况及经验探索,给予我们有益的启示,比如我们首先应加强人才建设顶层设计,充分发挥政府引导职能,其次应建设多层次多渠道人才培养机制,明确职业定位及培养口径,最后还要加大资金投入力度,提升专业人才待遇等。
In the face of the further deepening of the aging of society, the endowment service talents team has many problems, such as the insufficient number of talents, the service quality needs to be improved, the professionalism of the service personnel is not strong, and the high rate of personnel loss. Japan has formed a set of systems and programs in the construction of endowment service talent team. After more than 50 years of development, from the initial exploration to the formation period of the system to the current rapid development period, Japan has accumulated rich experience in the construction of endowment service talent team, talent training mechanism, professional qualification certification of employees, government policy support and other aspects. The development, overview and experience exploration of endowment service talent team construction in Japan are based on our beneficial inspirations. For example, we should first strengthen the top-level design of talent construction, give full play to the government’s guiding function, then build a multi-level and multi-channel talent training mechanism, clarify the career positioning and training caliber, and finally increase the capital investment, improve the treatment of professional talents.
