摘要
党的二十大报告要求实施积极应对人口老龄化国家战略,推动实现全体老年人树立积极老龄观。为进一步满足老年人教育需求,社区老年教育的发展将成为积极老龄化战略的重要措施。随着老年人规模的日益扩大,各种主客观因素限制了社区老年教育的发展。基于政策设计、老年人以及社区建设三个层面,文章分析了社区老年教育发展困境的内在原因。研究发现:在政策设计维度上存在政策操作性欠缺,政策碎片化严重等问题;在老年人自身维度上存在认识不足、消费观念落后、时间安排呆板等问题;在社区建设维度上存在课程设计简单、可及性不足等问题。为解决当前社区老年教育的局限性,应转变老年教育观念,建立和完善参与激励机制,培育老年教育自组织群体。
The report of the 20th National Congress of the Communist Party of China calls for the implementation of the national strategy of actively responding to the aging of the population, and promotes the realization of a positive aging concept for all the elderly. In order to further meet the educational needs of the elderly, the development of community education for the elderly will become an important measure of the active aging strategy. With the growing scale of the elderly, various subjective and objective factors limit the development of community education for the elderly. Based on policy design, the elderly and community construction, this paper analyzes the internal reasons for the development dilemma of community education for the elderly. It is found that there are some problems in the dimension of policy design, such as lack of policy operability and serious policy fragmentation;there are some problems in the dimension of the elderly, such as insufficient understanding, backward consumption concept and inflexible time arrangement;in the dimension of community construction, there are some problems such as simple curriculum design and insufficient accessibility. In order to solve the limitations of community education for the elderly, we should change the concept of education for the elderly, establish and improve the participation incentive mechanism, and cultivate self-organized groups in education for the elderly.
