非营利性公益组织参与政府应急管理研究—以芦山地震抗震救灾为例

摘要 2003年的SARS事件处理标志我国应急管理的元年,引发了我国对突发事件管理与处置的关注。回顾与总结人类历史上的灾害应急模式,有助于把握应急管理发展的脉络。“治理”理念的引入使得非营利性公益组织参与政府应急管理逐渐走进人们的视野,结合非营利性公益组织在芦山地震抗震救灾的紧急救援、过渡安置、恢复重建等阶段中发挥的作用可以帮助揭示与分析非营利性公益组织在我国的发展现状,从而有利于进一步拓展完善政府应急管理体系化建设的思路。 The SARS event in 2003 marked the first year of China’s emergency management, and raised concerns about the management and treatment of emergencies in China. Reviewing and summarizing the contingency mode for disasters in human history can help to grasp the context of the development of emergency management. The introduction of the concept of “governance” has brought the attention of non-profit organizations participate in government emergency management. It can help to uncover and analyze the development of non-profit organizations in our country by combining with the role of non-profit organizations in earthquake relief in Lushan earthquake when it came to the period of emergency rescue, transition relocation, reconversion and reestablishment, so that we will further expand our thinking on the development of the government’s emergency management system.
