清末以来鄂尔多斯地区土地政策的发展与变迁

Development and Change of Land Policy in Erdos since the Late Qing Dynasty

研究目的:分析鄂尔多斯地区历史土地政策发展与变迁。研究方法:运用文献查阅法和实证分析法梳理得出鄂尔多斯地区实行的历史土地政策。研究结果:清末至今鄂尔多斯地区实行了“移民实边”、“蒙地开垦”、“农民个体所有,自主经营”、“农民个体所有,劳动互助”、“群众集体所有,集体统一经营”、“劳动群众集体所有,家庭承包经营”、农村土地流转、退耕还林以及三权分置等诸多政策。研究结论:通过研究不同时期的土地政策,分析得出其对当时的社会经济、文化及生态环境产生的影响。

The purpose of this paper is to analyze the development and whirligig of land policies in Oedos. Literature research and empirical research are used to get the land policies implement in Ordos. Result show that since the late Qing Dynasty, it has implemented many land policies as “Immigration Border”, “Monte Reclamation”, “Individual Ownership and Independent Management”, “Individual Ownership and Labor Cooperation”, “Collective Ownership and Collective Management”, “Labor Collective Ownership and Household Contract Management”, “Rural Land Circulation Policy”, “Returning Farmland to Forest Policy”, and “Three Rights Separation” etc. This paper analyzes the influences on social, economical, cultural and ecological environment of the time which are exerted by researching the land policies in different periods.
