慈善事业与社会保障体系的相对分离与融合

The Relative Separation and Integration of Philanthropy and Social Security System

我国新时代慈善事业是社会保障体系的重要组成部分,但当前我国慈善事业与社会保障体系处于相对分离的状态,具体表现为信息交流机制的缺失、衔接不流畅和工作内容上的偏差。本文认为实现慈善事业与社会保障体系的深度融合,对整个社会保障体系和慈善事业本身的发展都具有巨大的促进作用。并提出了加强慈善组织的信息公开、建立慈善事业与其他社会保障制度的衔接机制、加快慈善事业参与主体和全体国民的观念转变三个加快我国慈善事业与社会保障体系相互融合的方法。

Philanthropy is an important part of the social security system in the new era of China, but at present, Philanthropy and social security system are in a relatively separate state, which is mani-fested in the absence of information exchange mechanism, poor cohesion and deviation in work content. This paper holds that the realization of the deep integration of Philanthropy and social security system will greatly promote the development of the whole social security system and Philanthropy itself. It also puts forward three methods to accelerate the integration of philanthropy and social security system in China: strengthening the information disclosure of charity organizations, establishing the connection mechanism between Philanthropy and other social security institutions, accelerating the change of the concept of the participants in Philanthropy and all citizens.
