地方政府职责异构探析

Local Government Responsibilities Heterogeneous Analysis

各地区自然资源禀赋的差异性和经济社会发展的非同步性使得各级地方政府的职能重心不尽相同,同时随着“使市场在资源配置中起决定性作用”的经济体制改革目标的提出,地方政府“职责同构”的基础发生了变化,“职责异构”改革被提上议事日程。本文通过对地方政府“职责异构”的改革背景、理论依据、现实困境以及对策建议的分析,以期有利于地方政府“职责异构”改革的推进。

The differences of regional natural resources endowment and the economic and social develop-ment of the synchronicity of local governments at all levels function center of gravity are not the same.At the same time,with the goal of economic system reform of“making the market play a decisive role in resource allocation”,the basis of“Isomorphic Responsibility”of local governments has changed,and the“Responsibilities Heterogeneous”reform has been put on the agenda.This paper analyzes the reform background,theoretical basis,realistic dilemma and countermeasures and suggestions of local government’s“duty heterogeneity”,in order to promote the reform of local government’s“duty heterogeneity”.
