Theoretical Research on “Connective Power”

20世纪90年代,美国著名政治学家约瑟夫?奈提出经典的国家“软实力”理论,近30年过去后,文明冲突、冷战思维、零和博弈等陈旧观念依旧影响着全球政治经济秩序。面对新一轮的新兴国家崛起,西方国家开始指责中、俄、印等新兴国家刻意发展“锐实力”。然而,新时代呼唤着对新型治国方略与全球治理模式的深入探索。从实力与国家发展的本质出发,总结时代发展的规律,对比经典国家实力观,从而归纳出符合时代特征的国家实力观——“通实力”理论。“通实力”理论以世界人民根本利益为出发点,以构建人类命运共同体为目标,符合世界发展需求,是一种互利共惠的国家实力形式。

In the 1990s,the famous American political scientist Joseph Nye put forward the classic national“soft power”theory.After nearly 30 years,the old concepts such as the clash of civilizations,cold war thinking,and zero-sum games still affect global politics and economy.In the face of the rise of a new round of emerging countries,western countries have begun to accuse China,Russia,India and other emerging countries of deliberately developing“sharp power”.However,the new era calls for an in-depth exploration of the new strategy of governing the country and the global governance model.Starting from the essence of power and the development of the country,summing up the law of the development,and comparing the view of the classic state of power,the theory of national power that conforms to the characteristics of the times“connective power”is summarized.The theory of“connective power”is based on the fundamental interests of the people of the world.It aims to build a community of human destiny and meet the needs of world development.It is a form of national power that is mutually beneficial.
