善治理论视角下凉山州乡村治理体系建设分析

Analysis on the Construction of Liangshan Prefecture Rural Governance System from the Perspective of Good Governance Theory

党的十九大报告指出,加强农村基层工作,完善农村治理体系建设。从善治理论的角度出发,结合凉山州乡村治理体系现状,找出凉山州乡村治理体系亟待解决的问题,如村民主体参与程度不高,纠纷解决的主要途径仍然以德古的判定为准,国家司法没有发挥应有的作用。针对问题,提出相应的解决对策,不断发展村民自治制度及乡村法治制度,加强乡村德治宣传工作,使凉山州乡村治理体系不断完善,从而促进乡村治理走向善治,最终实现乡村振兴的奋斗目标。

The report of the Nineteenth National Congress of the Communist Party of China pointed out to strengthen rural grassroots work and improve the construction of the rural governance system. From the perspective of good governance theory, combined with the current situation of Liang-shan Prefecture’s rural governance system, the paper finds out the issues that need to be resolved urgently in the rural governance system of Liangshan Prefecture. For example, the village democracy has a low degree of participation;dispute resolution is still subject to Degu’s judgment;justice has not played its due role. Aiming at the problems, we put forward corresponding solutions, continuously develop the villagers’ self-government system and the rule of law system in rural areas, strengthen the publicity of village moral governance, and continuously improve the rural governance system in Liangshan Prefecture, so as to promote rural governance towards good governance and ultimately achieve the goal of rural revitalization.
