人类命运共同体视野下的脱贫攻坚与个体责任研究——基于甘肃若干深度贫困区调研样本

Research on Poverty Alleviation and Individual Responsibility from the Perspective of a Community of Common Destiny for All Mankind—Based on the Survey Samples of Some Deep Poverty Areas in Gansu Province

在脱贫攻坚战中,国务院明确指出“增强贫困人口自我发展能力”、由偏重“输血”向注重“造血”转变的要求,指明了“造血式”脱贫在脱贫攻坚中的重要作用[1]。凸显出构成脱贫内生动力的主成分要素——个体责任意识的重要性。鉴于此,课题组成员对甘肃部分深度贫困区的贫困问题进行了线上、线下随机抽样调研,基于调研样本,站在人类命运共同体视野,从个体责任的角度认为内生动力、扶智扶志仍然是尽快脱贫、有效脱贫、持续性脱贫不容忽视的重要问题。研究成果试图助力甘肃和其他深度贫困区尽早脱贫,做到“脱真贫、真脱贫”,如期步入小康,本文就如何更好地激发贫困区人员的个体责任选择问题进行了分析思考,提出了可行性建议。

In the battle of poverty alleviation, the State Council clearly pointed out the requirements of “en-hancing the self-development ability of the poor population” and shifting the emphasis on “blood transfusion” to “hematopoiesis”, and pointed out the important role of “hematopoietic” poverty alleviation in poverty alleviation [1]. It highlights the importance of the consciousness of individual responsibility, which is the main component of the endogenous driving force of poverty alleviation. In view of this, we conducted online and offline random sampling survey on the poverty problems in some deep poverty-stricken areas in Gansu Province. Based on the survey samples, standing in the vision of a community of common destiny for all mankind, from the perspective of individual responsibility, we believe that endogenous motivation and supporting wisdom and aspiration are still important issues that cannot be ignored to get rid of poverty as soon as possible, effectively and sustainably. The research results try to help Gansu and other deep poverty-stricken areas to get rid of poverty as soon as possible, to “get rid of real poverty, really get rid of poverty”, and to step into a well-off society as scheduled. This paper analyzes and considers how to better stimulate the individual responsibility choice of people in poverty-stricken areas, and puts forward feasible suggestions.
