营商环境优化中的行政审批流程研究——以兰考县“一网通办”为例

行政审批制度改革是打造良好营商环境的重要突破口,审批流程优化是行政审批制度改革的核心内容,促进其改革目标的实现。在现代信息社会,运用互联网技术推动行政审批流程优化,对于推动各级政府实现治理体系和治理能力的现代化有着积极意义。兰考县“一网通办”以社会需求为导向,运用互联网技术推进行政管理体制的创新,推动了行政审批流程的优化,在取得良好效果的同时,也积累了较为成功的经验。作为县域行政单位,在不进行大规模行政机构改革的条件下,较好地解决了审批事项不够精简、审批效率低下、审批流程监管薄弱、信息数据共享困难的问题,从而优化了营商环境,也为其他县域政府行政审批流程改革带来增益。
