摘要
文章构建包含非期望产出的SBM-Undesirable模型测算2010~2019年环渤海城市群18个城市的绿色全要素生产率并进行效率分解,结果发现研究期内环渤海城市群绿色全要素生产率水平整体呈现先下降后上升的趋势,2016年为绿色全要素生产率转折年;效率分解结果表示环渤海经济圈7个城市纯技术效率有效,3个城市达到规模报酬最优。进一步时空特征分析表明环渤海城市群绿色全要素生产率持续波动变化,大部分城市经济增长质量较低。最后针对结论提出应加大科技投入、优化产业结构、明确区域功能定位的建议。
The article constructs an SBM-Undesirable model that includes undesirable output to measure the green total factor productivity of 18 cities in the Bohai Rim urban agglomeration from 2010 to 2019 and decomposes the efficiency. The result shows that the green total factor productivity level of the Bohai Rim urban agglomeration appears overall during the study period. The trend of first decline and then rise, 2016 is the turning year of green total factor productivity;the efficiency decomposition results show that the pure technical efficiency of 7 cities in the Bohai Rim Economic Circle is effective, and 3 cities have achieved the best returns to scale. Further analysis of temporal and spatial characteristics shows that the green total factor productivity of the Bohai Rim urban agglomeration continues to fluctuate and the quality of economic growth in most cities is low. Finally, according to the conclusions, suggestions should be made to increase investment in science and technology, optimize industrial structure, and clarify regional function positioning.
