党和国家功勋荣誉表彰制度是为了褒奖在中国特色社会主义事业建设中作出突出贡献的杰出人士,是国家激励奖赏的一种制度性安排,是中国共产党执政智慧的结晶。充分发挥这项制度的价值引领,有利于形成崇尚英雄的社会氛围,有利于培育和弘扬社会主义核心价值观,增强中国特色社会主义事业的凝聚力和感召力,有利于弘扬中国精神构筑中国精神谱系。新时代背景下,党和国家功勋荣誉表彰制度的价值引领面临着国际国内环境复杂多变、运行体制机制不完善、价值观多元化和价值选择多样化的现实挑战,应从完善体制机制、构建宣传学习平台、积极利用互联网技术等三大方面来强化制度的价值引领,充分发挥功勋荣誉表彰在精神引领、典型示范等方面不可替代的作用。

The party and state meritorious commendation system is to reward outstanding individuals who have made outstanding contributions to the construction of socialism with Chinese characteristics. It is an institutional arrangement for national incentives and rewards and the crystallization of the ruling wisdom of the Communist Party of China. Giving full play to the value guidance of this system is conducive to forming a heroic social atmosphere, fostering and promoting socialist core values, enhancing the cohesion and appeal of the cause of socialism with Chinese characteristics, and promoting the Chinese spirit to build a Chinese spiritual pedigree. Under the background of the new era, the value guidance of the party and country’s meritorious commendation system is faced with the realistic challenges of complex and changeable international and domestic environments, imperfect operating systems and mechanisms, diversified values and diversified value choices. We should learn from the improvement of systems and mechanisms and the construction of propaganda.
