在近现代的西方资本主义社会首先提出了“治理”的概念,但社会治理的文化和思想观念不是近代西方资本主义社会文明出现以后才产生的,也不是西方社会最先创造出来的,社会治理的思维和文化是在人类社会形成发展的过程中处理个体与自然、个体与个体、个体与社会、国家与国家之间的关系和为解决人类社会共同的风险和冲突问题而与人类社会相伴而生且几乎同时出现的一种重要人类社会文化现象。基于不同的自然地理环境和历史文化记忆,社会治理的思维、观念和理想在世界西方和东方有着不同的发展演进脉络,进而形成了西方模式和中国道路。人类历史上的动荡变迁、王朝更易、改革创新、发展稳定、兴亡继替、互动交融等几乎无一不是中西方社会都存在的一些共同社会现象,这些社会现象中均不乏不同社会时期和社会状态下的社会治理的价值观念、思维方式和制度模式。现当代西方和东方国家在社会治理模式上呈现出明显的差异性,尤其以21世纪新时代大背景下的“中国道路”与“西方模式”为代表的两种社会发展类型差异在社会治理的过程和表现方面体现较为突出。本文将通过对中西方当代社会治理模式差异进行对比以分析和论述当代中国道路的独特特征和时代价值。

The concept of “governance” was first put forward in modern western capitalist society, but the culture and ideas of social governance did not come into being after the emergence of modern Western capitalist civilization, nor were they first created in western society. Social governance thinking and culture is formed in the human society development in the process of dealing with individual and nature, individual and individual, individual and society, the relationship between the state and national, and to solve the problem of human society common risks and conflicts and accompanied by human society and life and appear almost at the same time an important phenomenon of human society and culture. Based on different physical geographical environments and historical and cultural memories, the thinking, concepts and ideals of social governance have different development and evolution veins in the West and the East, thus forming the Western model and the Chinese road. In human history, turbulence, dynastic change, reform and innovation, development and stability, rise and fall, interaction and integration are almost all common social phenomena in Chinese and Western societies, there is no lack of these social phenomenon in different social period and social condition of social governance system of values, ways of thinking and mode. In modern and contemporary western and Eastern countries, there are obvious differences in social governance models, especially the differences between the two types of social development represented by the “China Road” and the “Western model” under the background of the new era in the 21st century, which are more prominent in the process and performance of social governance. This paper will analyze and discuss the unique characteristics and values of contemporary Chinese road by comparing the differences between Chinese and Western contemporary social governance models.
