伴随着东南沿海地区经济的快速发展,一大批新兴城市对技术、人才的需求急剧增加。在这一背景下,沿海城市开始利用自身的经济、政策优势吸引重点高校入驻,引进的时间、空间和形式上都呈现出一定特点。从现阶段来看,城市与高校基于共同的利益需求,实现了双赢的结果;但从长远来看,这一趋势对高校布局、高等教育的公平性都会产生影响。因此,对新兴城市而言,要合理安排、利用引进的资源,使其发挥最大的效益;对国家而言,要预判这种趋势可能带来的后果,并进行适当的控制。

With the rapid economic development in southeast coastal areas, a large number of emerging ci-ties have increased their demand for technology and talents. In this context, coastal cities began to use their own economic and policy advantages to attract key universities to settle in, and the introduction of time, space and form showed certain characteristics. At the present stage, the city and the university realize a win-win result based on the common interest demand. But in the long run, this trend will have an impact on the layout of universities and the fairness of higher education. Therefore, for the emerging cities, it is necessary to rationally arrange and utilize the imported resources to maximize their benefits. For the country, it is necessary to anticipate the possible consequences of this trend and properly control it.
