新时代背景下社区治理的困境与破解路径研究

Research on the Dilemma and Solution of Community Governance under the Background of the New Era

文章以我国社区为研究对象,从新时代背景下研究社区治理遇到的困境与破解路径。社区是群防群治的重点基地,社区工作人员在疫情救助、防汛抗洪等工作中做出了重要贡献。但由于突发事件突发性强、事件影响和后果严重、涉及范围广大等特点,社区在突发事件应对活动中存在着资源保障不足、组织运行机制不健全、制度保障不完善、群众的应急意识缺失和参与突发事件的积极性低等问题。文章通过分析新时代背景下社区治理的困境并提出治理建议,有利于总结过去的历史经验、为创新应急理论知识和丰富突发事件应对措施提供理论依据。

This paper takes China’s community as the research object, and studies the difficulties and solu-tions of community governance under the background of the new era. Community is a key base for mass prevention and treatment, and community staff has made important contributions to epidemic relief, flood control and flood fighting. However, due to the characteristics of strong emergencies, serious impact and consequences, and wide range of coverage, the community has some problems in emergency response activities, such as insufficient resource guarantee, imperfect organization and operation mechanism, imperfect system guarantee, lack of emergency awareness and low enthusiasm to participate in emergencies. This paper analyzes the difficulties of community governance under the background of the new era and puts forward governance suggestions, which is conducive to summarizing the past historical experience and providing a theoretical basis for innovating emergency theoretical knowledge and enriching emergency response measures.
