健全规范行政执法监督制度始终是推动法治国家全面建设步伐不可或缺和忽视的一个重要环节,在习近平新时代中国特色社会主义时期,执法工作也面临着新的挑战。新形势下行政执法监督机制建设是全面推进依法治国、建设社会主义法治国家的基本要求。气象行政职权管理职责是依据《中华人民共和国气象法》法律授权行使的法定职权,目前,我国政府部门已经逐渐建立健全了一个包括中华人民气象法及多部单行条例法律法规制度在内的完备的体系,执法保障能力和综合执法规范化水平能够在一定程度上体现一个政府或部门的法治形象和公信力,影响着中国法治城市建设和法治进程,只有政府部门对政府执法机关行为及其执法相关人员行为及时进行科学有效地监督,才能逐步使执法全程做到严格规范公正文明。

Improving and standardizing the supervision system of administrative law enforcement has al-ways been an indispensable and neglected important link in promoting the overall construction of a country under the rule of law. In the era of Xi Jinping’s socialism with Chinese characteristics in the New Era, law enforcement is also facing new challenges. Under the new situation, the construction of administrative law enforcement supervision mechanism is the basic requirement of comprehensively promoting the rule of law and building a socialist country ruled by law. Meteorological administrative functions and responsibilities are legal functions and powers authorized to be exercised according to the Meteorological Law of the People’s Republic of China. At present, Chinese government departments have gradually established and improved a complete system including the Meteorological Law of the People’s Republic of China and a number of separate laws and regulations. Law enforcement guarantee ability and comprehensive law enforcement standardization level can reflect to some extent a government department’s image and credibility of rule of law, affecting the process of urban construction of the rule of law and the rule of law. Only by scientific and effective timely supervision of the behavior of government law enforcement agencies and the behavior of law enforcement personnel, can the law enforcement process gradually be strict, standardized, fair and civilized.
